Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Security Pledge from European Partners
Ukrainian President Volodymyr Zelensky says European allies have not given him sound guarantees that they will defend Ukraine in the case of a fresh offensive by Russia.
"I am asking this very question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on Wednesday.
These remarks follow a day after Britain and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.
Details of the Paris Talks
After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Allies proposed that the United States would take the lead in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.
Moscow has thus far remained silent on the declaration made in the city of Paris.
Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the long-term".
He continued: "It paves the way for the legal framework under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."
Zelensky hailed that agreement as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.
"However, until we don't have such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you still have to rely first and foremost on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the allies "mostly completed" their work on agreeing security protocols.
Last week, the President indicated a peace deal was "90% ready".
Questions of land and defense pledges have been at the center of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.
Moscow now holds about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions form the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
